Onshore Incident Commander

The Onshore Incident Commanders (OIC) & the Emergency Management Team (EMT) should have the knowledge of:
- Emergency / Incident Management
- Major Emergencies

They should also have the knowledge of the following types of emergencies:
- Type A: a major emergency that is easy to control if managed properly
- Type B: a major emergency that can escalate if not controlled
- Type C: a major emergency that cannot be controlled & leads to an #evacuation

They must have the ability to:
- Provide proper information & instructions
- Provide information to appropriate institutions via EMT
- Delegate authority effectively
- Manage individuals & teams
- Assess & manage information when an emergency occurs
- Take effective action
- Give command
- Prevent, control & deal with emergencies / incidents
- Carry out pre-determined #Emergency / #Incident Procedures
- Recognize & deal with #stress in themselves & others
- Evaluate progress & give information about the changes in plans & priorities

Emergency Management Team

What knowledge & skills should the personnel working as Emergency Management Team Members or personnel providing support to the team have when an emergency occurs?

They must have the knowledge of:
- Major Emergencies
- The role of Plant Manager / #Incident Commander
- The facility & information management in Emergency Command Center
- Pre-planning & maintaining a state of readiness

They should also have the knowledge of various emergencies as follows:
- Type A – a major emergency that is easy to control if managed properly
- Type B – a major emergency that can escalate if not controlled
- Type C – a major emergency that cannot be controlled & that leads to evacuation

They must have the ability to:
- Plan emergency procedures & perform them when an emergency occurs
- Review, manage & assess information available in emergency situations
- Assess the situation, set priorities & take effective action
- Provide information & instructions efficiently
- Provide information to the right institutions
- Delegate authority
- Manage individuals & teams
- Handle incidents
- Deal with injured, stressed & missing victims & personnel
- Prepare & provide #evacuation places, gathering places & temporary shelters
- Overcome extreme weather conditions & #environmental effects
- Keeping facilities from being lost
- Ensure that the #emergency is over
