The Control Room Operator (CRO) is important in managing emergencies. Several things that CROs do to respond to emergencies that occur:
- Assess the situation when the alarm sounds
- Quickly understand what is happening: Is that a process disruption, equipment failure, or other critical event?
- Identify the situation and its severity
- Identify potential impacts on safety, production, and the environment
- Conduct the established Emergency Protocol
- Coordinate with the Emergency Response Team (ERT) so that the team can respond quickly and appropriately to emergencies that are occurring
- Provide important information to the ERT about the emergency that is occurring: Location, severity, and danger
- Communicate with Field Operators, Supervisors, and other personnel
- Perform Evacuation Procedures by guiding safe evacuation routes to ensure that personnel leave the area safely
- Stop certain processes
- Isolate equipment
- Activate safety systems: Fire Extinguisher, Gas Detection Device
- Minimize bad impacts
When the emergency has been handled, the CROs need to ensure that continuous improvements in the emergency response can be planned, made, and implemented.
The CROs need to have knowledge about:
- Ways to prevent or minimize the effect of an incident
- Safe Systems of Work
- Operational Risk Assessment
- Emergency Shutdown Control System
- Emergency Respond Team
- State of Readiness
- Warning sign and alarm
- Safety-critical information
- Emergency Procedures (ways to monitor, detect, respond, protect)
- Communication
- Isolation
- Shutdown
- Evacuation
Decisions made by the CRO have a direct impact on safety!
