Offshore Emergency

Best efforts to conduct coordinated Rescue Operations need to be known by all Offshore Workers (personnel, Rescue Teams & others) so that Offshore hazards, risks & emergencies can be prevented, reduced & managed.

Some emergencies that occur Offshore that result in asset damage & loss of life:
- Fire & explosions triggered by gas leaks or equipment failure
- Oil spills into the environment that can cause environmental disasters
- Ship sinking (due to structural failure or storms) or collision (with other ships or other structures)
- Equipment failure that can cause uncontrolled release of oil & gas
- Bad weather: Rain, strong winds, storms & typhoons
- Medical emergencies

Things to remember when an emergency occurs: Preparedness, Response, Rescue & Evacuation!

Offshore Workers should have knowledge about:
- Safety Training that must be carried out regularly to ensure preparedness in dealing with emergencies
- Safety & Emergency Procedures that regulate roles, responsibilities & procedures for various emergencies (including fire) & evacuation
- Effective Communication Systems to coordinate responses between installations, vessels, helicopters & Rescue Teams
- Helicopter Emergency & Helicopter Safety Procedures
- Helicopter Underwater Escape Training (HUET)
- Fire Fighting
- Actions to rescue & evacuate using equipment, vessels, helicopters & others
- Safety Equipment: Lifeboats, TEMPSC, life jackets, fire extinguishers & others
- Self-rescue Techniques
- First Aid & Hypothermia
- Sea Survival
- Efforts to protect the environment

Falls are a major cause of injury & death when working at height.

Some strategies to maintain safety & ensure a safer working environment when working at heights:

- Safety & Emergency Procedures have been created & carried out
- Workers undergo regular Safety & Emergency Training so that they have knowledge about the hazards & risks of Working at Height, the Safety & Emergency Procedures, Fall Protection (requirements & types), Fall Arrest Systems, the right Protective Equipment & Rescue Techniques
- Workers have experience working at heights
- Workers must have the skills to take the best action to prevent, reduce & control hazards & emergencies
- "Safety Culture" must always be present when work is carried out to prioritize safety & encourage workers to work safely
- Safety Briefing is given before work begins
- Workers are under supervision when carrying out work
- Equipment used meets the specified standards & is by the work being carried out
- Appropriate Protective & Rescue equipment is used to prevent, reduce & handle hazards & risks: Tools for lifting & lowering people & goods, safety railings installed on edge, safety nets, airbags, safety belts & ropes, tools to hold the body so that the body does not fall, ladders, anchors & others
- Work must be stopped when the weather becomes bad (wind, rain & others) & when an emergency occurs

Offshore Emergency – Before, During And After

Some steps that must be taken “Before, During & After" an Offshore Emergency occurs to ensure safe operations & worker safety:

- Provide regular Safety Training & Helicopter Underwater Escape Training (HUET) to workers
- Conduct Safety & Emergency Procedures, including responsibilities, communication, Evacuation Procedures, reporting & others
- Prioritize “Safety Culture” to ensure that all workers can be “Ready” to prevent, reduce & handle emergencies
- Know an important knowledge: Hazards & risks at Offshore Oil & Gas Installations, regulation, Safety Management, Helicopter Safety Procedures, safety equipment (Lifeboat / TEMPSC), fire fighting equipment & techniques (sea survival, first aid & self-rescue)
- Detect, prevent, reduce & handle hazard, risk & emergencies
- Provide & use Safety Equipment: Life-saving devices, fire extinguishers, medical equipment & others
- Detect & respond to emergencies immediately: Sound the alarm, make an Emergency Call to notify the Emergency Response Team & External Emergency Services & handle the emergency
- Escape from a helicopter
- Extinguish the fires
- Conduct the Evacuation Process while counting the number of personnel
- Ensure that all people can be rescued & reach a safe place
- Document the emergency thoroughly
- Investigate & analyze the emergency that has occurred & the Safety Procedures that have been carried out
- Update & improve the Safety Procedures according to the current situation & conditions

Safety Protocol When Emergency Occurs At Confined Space

Entering Confined Spaces & rescuing workers when an emergency occurs requires careful planning & adherence to Safety Protocols.

Some steps to be taken:

* Preparation before entering a Confined Space:
- Provide training related to Confined Spaces (entry, exit & rescue) regularly to workers, officers & Rescue Teams to ensure readiness to deal with any emergency situation
- Establish Safety, Communication & Emergency Procedures to be carried out by workers, officers & Rescue Teams
- Establish Roles & Responsibilities of workers, officers & Rescue Teams
- Identify characteristics & hazards in Confined Spaces
- Assess potential risks & hazards
- Obtain necessary permits: Permit To Work
- Use necessary PPE, Rescue Equipment & Body Protection

* When entering a Confined Space:
- Eliminate hazards by turning off the machines
- Ensure ventilation to remove hazardous gases & smoke
- Monitor the condition of workers & the Confined Spaces when work is carried out

* When an emergency occurs:
- Detect the presence of toxic gases & flammable substances
- Identify hazardous conditions & emergencies that require immediate action
- Notify the Rescue Team to rescue victims using Rescue Techniques & Equipment
- Provide First Aid if needed

* Closing:
- Make reports about work that has been done & emergencies that have occurred
- Review work, operations & rescue actions that have been carried out
- Update Safety Protocols by adapting them to emergencies that have occurred
