Helicopter Landing Officer

Helicopter Landing Officers (HLO) are the personnel responsible for conducting Helicopter Landing Operations safely at Offshore Facilities.


HLOs must have knowledge of the following:

- Safety Rules

- Helicopter, #Heliport & Helideck

- Air Traffic

- Landing scenario

- Dangerous goods


HLOs have a responsibility to do the following:

- Managing & maintaining the #Helideck when operations can run normally & when an emergency occurs

- Controlling the safety of everyone around the Helicopter landing platform

- Ensuring passenger safety, both when entering & exiting the Helicopter

- Controlling #cargo (loading & unloading)

- Controlling Helicopter refueling

- Controlling aviation #fuel quality & refueling installations

- Checking equipment & facilities

- Communicating with the #Pilot by using hands

- Maintaining safety by always on standby

- Taking action to deal with emergencies

- Operating the Helicopter when an #emergency occurs

- Fighting fire at #Helicopter with proper #fire extinguishers

Offshore Safety




Workers in Offshore Oil & Gas Installations must have the knowledge to prevent & deal with emergencies that may occur while they are working on Offshore Installations in cold water areas.


Some of the things they must do before incidents, accidents & emergencies occur offshore are:

- Knowing about the Offshore Safety Regulations

- Knowing about the Concept of Safety Management

- Identifying hazards that usually occur offshore

- Identifying risks associated with hazards & control them by eliminating or reducing risks

- Using safety equipment (#PPE, respiratory protective equipment, survival clothing & more)


When incidents, accidents & emergencies occur offshore, then some of the things they should do are:

- Saving themselves when an #emergency occurs in the Helicopter

- Escaping from the Helicopter, including when the #Helicopter is #underwater

- Escaping from smoke-filled areas

- Extinguishing fires by using #fire fighting equipment

- Saving themselves using #Lifeboat & #TEMPSC

- Performing various actions to survive in the #sea

- Conducting First #Aid

Permit To Work

The Employees working in Oil, Gas, #Mining, #Geothermal & #Petrochemical Industries & many other high risk industries must have the "Permit To Work". They must demonstrate & prove that they have understood the various risks, #incident & #accident that may occur & can take appropriate action to prevent them & deal with them. The "Permit To Work" they have signed contains:

- Work that they will do

- Time to do the job

- Techniques to do the job safely


Companies, employers & personnel who issue "Permit to Work" must do the following:

- Complying with applicable regulations regarding hazardous work, risks that can occur & permits

- Understanding their duties & obligations under the law

- Assessing specific job requirements & tasks to be performed

- Analyzing the safety of the work to be carried out

- Checking the safety of employees

- Ensuring that "Permit To Work" is given at the right time

- Having certainty that employees who perform hazardous work have the ability to work safely

- Completing "Permit To Work" correctly

- Taking action against parties who have violated the regulations

- Reporting the violation to the relevant parties

- Storing all data & information about "#Permit To Work", including its documentations, records & reports

Incident Commander

The Incident Commanders must be able to take appropriate action when incidents & emergencies occur. They must have the ability to:

- Create & deliver a solid framework

- Know about various incidents & emergencies (Type A – major emergencies that are easy to control if managed properly, Type B – major emergencies that can escalate if not controlled, Type C – major uncontrollable emergencies leading to #evacuation)

- Plan & prepare procedures & actions to handle incidents & emergencies

- Ensure that the team is always on #standby to handle incidents & emergencies

- Monitor & control resources

- Manage & control teams, circumstances & situations

- Delegate authority effectively

- Give command through the Incident Post or a predetermined place

- Give instructions to the team

- Provide information to appropriate agencies through the #Incident Management Team

- Review & manage available information in an #emergency situation in a timely manner

- Prevent incidents & emergencies

- Take action to handle the incidents & emergencies

- Respond to the impact of incidents & emergencies by finding out about the causes, locations & more

- Recognize & deal with #stress

- Evaluate progress

- Inform changes in plans & priorities

Helideck Assistant

The Helideck Assistants (HDA) are responsible for assisting Helicopter Landing Officers (HLO).


In carrying out their duties, the HDAs must have knowledge of:

- Safety Rules

- #Heliport, Helideck & Helicopter

- Dangerous goods that come by air

- Dangerous items in Helideck


The HDAs must also have the ability to:

- Ensure that the Helicopters can land on & can take off from Offshore Installations safely

- Maintain & test systems & equipment at Helideck

- Handle departure & drop off the passengers safely

- Ensure that the passenger's luggage & luggage are handled safely to & from the Helicopter

- Handle #cargo

- Refuel in the #Helicopter

- Extinguish fires that occur in Helicopters & #Helideck

- Communicate using #radio

- Carry out duties as a member of the Emergency Response Team when an #emergency occurs
